KOA Park Owner Spader, City Council Nearing Consensus
Progress is being made on new regulations that have created a battle between a Sioux Falls, S.D., campground owner and city staff.
A third draft of regulations was presented to the City Council’s Land Use Committee Monday (Sept. 28).
The process began in February to revise city regulations that date to the 1970s, according to the Sioux Falls Argus Leader.
“There’s no question we need to change some things,” said Shawna Goldammer, the city’s zoning enforcement manager, who is leading revisions.
In one draft, planning and zoning officials wanted to force RVs to move after 180 days, which upset Sioux Falls KOA owner Duane Spader. That line has since been eliminated. Also, new state laws have kicked in stating that the units must move after four weeks.
Spader is more accepting of the recent city draft, which contains less regulation than what’s currently in city law.
“There are far less detrimental aspects to the camping business,” Spader said of the latest proposal.
Councilman Kermit Staggers questioned whether the ordinance is even needed and suggested that the city ordinance simply should refer to state law.
“I don’t see why we have to do this at all, considering we have state regulations and other ordinances to cover it,” he said.
Goldammer said the department wants some sort of regulation to make sure campgrounds are in compliance with zoning and planning ordinances.
There currently are only three campgrounds within city limits.
A few issues remain to be hammered out with the newest proposal, which has not been approved by the zoning and planning commission.
Dave Fritz, owner of Westwick Motel and Campground, is concerned about a proposal to require a 25-foot buffer between his back property line and any structures. He also doesn’t agree with banning supplemental propane tanks from being connected to camping units.
Goldammer agreed to rework the ordinance and will present it to the Land Use Committee in January.
