Pennsylvania Racing/Campground Complex OK’d

A proposed four-track racing complex and adjoining campground for Union Township near Reading, Pa. scored another legal victory Tuesday (Sept. 29), according to the Reading Eagle.

Commonwealth Court denied the township’s request to reconsider or clarify its earlier ruling that the project could be built on 668 acres in an agricultural district along Route 724.

“It is what it is,” Union Township supervisors Chairman John Salaneck III said when contacted about the court’s decision.

Developer Louis J. Mascaro’s company, Ethan Michael Inc., Telford, Montgomery County, plans to build a campground and racing facility to be called Liberty Bell Motorsports Park.

Mascaro said the court’s decision wasn’t a surprise.

“I kind of expected it,” he said. “It’s just another day at work for me.”

The township took Ethan Michael to court when it appealed the township zoning board’s decision to allow the racing complex.

Berks Judge Scott E. Lash overturned that decision, ruling the development should not be allowed in an agricultural zone. Ethan Michael appealed to the Commonwealth Court.

On July 24, a three-judge panel sided with the developer. It ruled that Lash improperly raised concerns about the size and intensity of the proposed recreational activity.
