Park Owner Fears Sewage Plant Going in Next Door
The owner of an Ontario campground that abuts the property South Bruce Peninsula has designated for a sewage plant in Sauble Beach is appealing a municipal zoning change to the Ontario Municipal Board, according to the Owen Sound Sun Times.
Tim Cosstick, the owner of the 75-site Winding River Campground, confirmed Monday (March 29) that he has launched an appeal.
Cosstick, who had already hired a planning consultant in his bid to have the plant moved, said the appeal could be costly and that so far has he has no promise of financial support from other opponents of the town’s proposal to build the plant.
Councillors in February approved a zoning bylaw amendment to allow the plant on 80 acres of what is now agricultural land that the municipality has purchased for $450,000.
At earlier council and committee of the whole meetings Cosstick and others have complained about the lack of notification about the town’s plans, that the environmental assessment did not take into account Cosstick’s campground business and some neighbors had questioned the ability of the Sauble River to handle the effluent from the plant. Plans for the proposed sewage system and plant have also been changed to allow for greater capacity.
“We really feel that even if everything in this plant was perfect” customers would not return to his campground when they learn that the property next door contains a sewage treatment plant and holding ponds. “We have no choice” but to appeal, Cosstick said.
“We feel we’ve got a great case,” he said, but added he has been cautioned by his lawyer not to say much about the appeal.
