City planning board members have agreed to new monitoring measures that would have been beneficial during the recent uproar over a proposed RV park along Back Beach Road in Panama City Beach, Fla., especially if the owners had not withdrawn their change-of-use application, officials said Tuesday (Feb. 15), the Walton Sun reported.

The new rules will help keep an eye on developments that have been approved but may have stalled, such as a project that has gone fallow from the recent soft economy, city planning and building director Mel Leonard said.
